De acordo com c\u00e1lculos do Instituto de Pesquisa Econ\u00f4mica Aplicada (Ipea), os gastos s\u00e3o dez vez maiores que as despesas com trabalhadores que ainda est\u00e3o na ativa.<\/p>\t<div class=\"wrapper-featured-image\">\n\t\t<figure class=\"spotlightImg\">\n\n\t\t\t<picture>\n\t\t\t\t<source media=\"(max-width: 768px)\" srcset=\"https:\/\/files.sunoresearch.com.br\/n\/uploads\/2018\/11\/278ece05-gastos-400x200.webp\">\n\t\t\t\t<img loading=\"lazy\" decoding=\"async\" class=\"newsContent__article__imgCapa lazyloadDisabled newsContent__article__imgCapa--noCaption\" src=\"https:\/\/files.sunoresearch.com.br\/n\/uploads\/2018\/11\/278ece05-gastos-jpg.webp\" width=\"800\" height=\"450\" alt=\"IPEA: Gastos dos estados com servidores inativos cresce 8% em um ano\" fetchpriority=high \/>\n\t\t\t<\/picture>\n\n\t\t\t<figcaption class=\"wp-caption-text wp-caption-text--hide\">Gastos com servidores inativos cresce 8%, diz Ipea<\/figcaption>\n\t\t<\/figure>\n\t<\/div>\n\n\n<p>Conforme o estudo do <strong>Ipea,<\/strong> os <strong>gastos<\/strong> com <strong>servidores inativos<\/strong>, nos estados cresceu 8%, entre setembro de 2017 e agosto de 2018, enquanto os servidores ativos tiveram um aumento de apenas 0,8%<\/p>\n<p>De acordo com a an\u00e1lise das finan\u00e7as p\u00fablicas realizadas pelo Ipea, nos primeiros oito meses deste ano os governos estaduais apontaram desequil\u00edbrio fiscal e financeiro.<\/p>\n<p>Al\u00e9m disso, o\u00a0 levantamento mostra que, de 2014 a 2017, houve uma redu\u00e7\u00e3o de 1,6% de servidores ativos nos estados, mas os inativos cresceram 5,6%. O n\u00famero de servidores (estatut\u00e1rios) ativos foi reduzido em 20 estados do pa\u00eds. Por\u00e9m, o n\u00famero de inativos cresceu em todos os 24 estados.<\/p>\n<p>No acumulado de janeiro a agosto deste ano, os governos dos estados tiveram juntos um gasto de R$ 225,71 bilh\u00f5es com pessoal e encargos sociais. Desta forma, houve um aumento de 2,2% em rela\u00e7\u00e3o ao mesmo per\u00edodo do ano anterior (com infla\u00e7\u00e3o descontada).<\/p>\n<p><a href=\"https:\/\/www.suno.com.br\/noticias\/temer-reajuste-1638-stf\/\">Saiba mais:\u00a0Temer aprova reajuste salarial de 16,38 % para o STF<\/a><\/p>\n<h2>Receitas<\/h2>\n<p>No primeiro semestre de 2018, os estados indicaram uma alta de 2,7% de <a href=\"https:\/\/www.suno.com.br\/artigos\/receita-financeira\/\">aumento nas receitas<\/a> prim\u00e1rias. A alta da arrecada\u00e7\u00e3o aconteceu pela eleva\u00e7\u00e3o de <strong>impostos<\/strong> como:<\/p>\n<ul>\n<li>ICMS;<\/li>\n<li>IPVA;<\/li>\n<li>ITBI.<\/li>\n<\/ul>\n<p>Embora n\u00e3o suficientes, os impostos foram importantes para a recupera\u00e7\u00e3o gradual das contas p\u00fablicas.<\/p>\n<p>De acordo com o Ipea, os gastos dos estados com servidores inativos consumiu grande parte do arrecadado, totalizando\u00a0<span style=\"font-size: 1.1429rem;\">R$ 11,5 bilh\u00f5es at\u00e9 agosto de 2018. <\/span><\/p>\n<p><span style=\"font-size: 1.1429rem;\">Por conta disso, os estados n\u00e3o conseguiram recursos para investimentos. Esses \u00faltimos representaram apenas 11,5% de toda a despesa prim\u00e1ria entre 2017 e 2018.<\/span><\/p>\n<p>Ainda conforme o relat\u00f3rio, mesmo sendo comum aumentar os investimentos em per\u00edodos eleitorais, neste ano, os <strong>gastos<\/strong> ficaram em R$ 16,7 bilh\u00f5es no 4\u00ba bimestre.
