A proposta &#8211; enviada ao Congresso Nacional &#8211; estabelece que qualquer compra de produtos e de servi\u00e7os por meio de plataformas digitais, inclusive sites estrangeiros (como Shein e <strong>Shopee<\/strong>), ser\u00e1 tributada pelo IVA. N\u00e3o haver\u00e1 distin\u00e7\u00e3o de valores para a cobran\u00e7a.<\/p>\n\n\n\n<p>As novas regras do IVA n\u00e3o alteram o <strong>Imposto de Importa\u00e7\u00e3o<\/strong>, tributo que n\u00e3o entrou na reforma tribut\u00e1ria e que continua com isen\u00e7\u00e3o at\u00e9 US$ 50. Em tese, al\u00e9m do IVA, as mercadorias compradas no exterior poder\u00e3o pagar uma tarifa de importa\u00e7\u00e3o que pode ser alterada a qualquer momento pelo governo por decreto.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Valores<\/h2>\n\n\n\n<p>Desde agosto do ano passado, quando entrou em vigor o Programa <strong>Remessa Conforme<\/strong>, a <a href=\"https:\/\/www.suno.com.br\/artigos\/receita-federal\/\">Receita Federal<\/a> isenta de Imposto de Importa\u00e7\u00e3o as compras de at\u00e9 US$ 50 destinadas a pessoas f\u00edsicas. Os estados cobram 17% de <strong>Imposto sobre a Circula\u00e7\u00e3o de Mercadorias e Servi\u00e7os<\/strong> (<strong>ICMS<\/strong>). Em troca, os sites participantes do programa informam a Receita Federal da compra, com as mercadorias tendo prioridade na libera\u00e7\u00e3o pela alf\u00e2ndega.<\/p>\n\n\n\n<p>Em entrevista coletiva para detalhar o projeto de lei complementar, o secret\u00e1rio extraordin\u00e1rio de Reforma Tribut\u00e1ria do Minist\u00e9rio da Fazenda, Bernard Appy, disse que as empresas sediadas no exterior ter\u00e3o que fazer o registro para recolher a CBS e o IBS.<\/p>\n\n\n\n<p>Segundo o auditor-fiscal da Receita, Roni Petterson Brito, que participou da entrevista e auxiliou na elabora\u00e7\u00e3o do projeto de lei complementar, o registro ser\u00e1 simplificado, como ocorre em outros pa\u00edses.<\/p>\n\n\n\n<p>Appy esclareceu que a plataforma digital passar\u00e1 a ser respons\u00e1vel pelo pagamento. Dessa forma, se uma empresa estrangeira &#8211; como <strong>Shein<\/strong> ou Shopee &#8211; vender um software (programa de computador) a uma empresa no Brasil, a empresa fora do pa\u00eds ter\u00e1 de recolher a CBS e o IBS.
