Foto: Lula Marques\/ Ag\u00eancia Brasil<\/figcaption>\n\t\t<\/figure>\n\t<\/div>\n\n\n\n\n\n\n\n\t<p>\n\t\t<a href=\"\" target=\"_blank\" data-element=\"shortcode-suno-banner\" title=\"Banner SUNO, clique e saiba mais\">\n\t\t\t<picture>\n\t\t\t\t<source media=\"(max-width: 500px)\" srcset=\"\">\n\t\t\t\t<img class=\"newsContent__article__imgCapa newsContent__article__imgCapa--banner\"\n\t\t\t\t\tsrc=\"\"\n\t\t\t\t\tdata-promo-id=\"240038\"\t\t\t\t\t\t\t\t\t\t\t\t\t\t\talt=\"\"\n\t\t\t\t>\n\t\t\t<\/picture>\n\t\t<\/a>\n\t<\/p>\n\n\n\n\n\n<p><br>A cerim\u00f4nia de promulga\u00e7\u00e3o da reforma contou com a presen\u00e7a de autoridades como o presidente da Rep\u00fablica, Luiz In\u00e1cio Lula da Silva, o vice-presidente Geraldo Alckmin, o presidente do Supremo Tribunal Federal (STF), Lu\u00eds Roberto Barroso, o ministro da Fazenda, Fernando Haddad, al\u00e9m dos presidentes da C\u00e2mara, Arthur Lira (PP-AL), e do Senado, Rodrigo Pacheco (PSD-MG), e a ministra do Planejamento, Simone Tebet.<\/p>\n\n\n\n<p>A <a class=\"suno-keyword\" target=\"_blank\" data-force=\"no\" data-priority=\"2\" href=\"https:\/\/www.suno.com.br\/artigos\/reforma-tributaria\/\" rel=\"noopener\">reforma tribut\u00e1ria<\/a> cria o <strong>Imposto sobre Bens e Servi\u00e7os <\/strong>(IBS), que substituir\u00e1 o <strong>ICMS estadual <\/strong>e o<strong> ISS municipal<\/strong>, e a <strong>Contribui\u00e7\u00e3o sobre Bens e Servi\u00e7os<\/strong> (CBS), que ficar\u00e1 no lugar de <a class=\"suno-keyword\" target=\"_blank\" data-force=\"no\" data-priority=\"1\" href=\"https:\/\/www.suno.com.br\/artigos\/tributos-federais\/\" rel=\"noopener\">tributos federais<\/a>, como o <strong>PIS <\/strong>e a <strong>Cofins<\/strong>.<\/p>\n\n\n\n<p>A proposta tamb\u00e9m estabelece um <strong>Imposto Seletivo<\/strong> que compensar\u00e1 o fim do <strong>IPI<\/strong> e servir\u00e1 para desestimular o uso de produtos que fazem mal \u00e0 sa\u00fade e ao meio ambiente. O princ\u00edpio da reforma \u00e9 deslocar a cobran\u00e7a do imposto da origem (onde a mercadoria \u00e9 produzida) para o destino (onde \u00e9 consumida).<\/p>\n\n\n\n<p>O governo ter\u00e1 um prazo de 180 dias para elaborar os projetos que ser\u00e3o enviados ao <strong>Congresso<\/strong> para regulamentar as novas regras de tributa\u00e7\u00e3o do consumo, mas o secret\u00e1rio extraordin\u00e1rio do Minist\u00e9rio da Fazenda para a reforma, Bernard Appy, planeja concluir os textos antes do fim do prazo, com um trabalho conjunto da Uni\u00e3o, Estados, munic\u00edpios e parlamento.<\/p>\n\n\n\n<p>As leis complementares v\u00e3o definir, por exemplo, a al\u00edquota do <a class=\"suno-keyword\" target=\"_blank\" data-force=\"no\" data-priority=\"1\" href=\"https:\/\/www.suno.com.br\/artigos\/iva-imposto-sobre-valor-agregado\/\" rel=\"noopener\">Imposto sobre Valor Agregado<\/a> (IVA) dual, que re\u00fane o IBS estadual e a CBS federal. Tamb\u00e9m ser\u00e1 por meio da regulamenta\u00e7\u00e3o que ficar\u00e1 mais claro como funcionar\u00e3o os regimes diferenciados e as al\u00edquotas reduzidas para determinados setores.<\/p>\n\n\n\n<p>No ano que vem, governo e Congresso tamb\u00e9m definir\u00e3o, por meio de lei complementar, a atua\u00e7\u00e3o do Comit\u00ea Gestor do IBS, que distribuir\u00e1 os recursos arrecadados para Estados e munic\u00edpios, a composi\u00e7\u00e3o da cesta b\u00e1sica nacional, o sistema de cashback (devolu\u00e7\u00e3o de tributos) e a implementa\u00e7\u00e3o do Imposto Seletivo.<\/p>\n\n\n\n<p>Lira j\u00e1 sinalizou uma poss\u00edvel cria\u00e7\u00e3o de grupos de trabalho para dar celeridade \u00e0 tramita\u00e7\u00e3o das leis complementares. O modelo de grupo de trabalho foi o escolhido pelo presidente da C\u00e2mara para acelerar o andamento da reforma este ano.<\/p>\n\n\n\t<p>\n\t\t<a href=\"https:\/\/lp.suno.com.br\/ebook-gratuito-investindo-no-exterior\/\" target=\"_blank\" data-element=\"shortcode-suno-banner\" title=\"Banner SUNO, clique e saiba mais\">\n\t\t\t<picture>\n\t\t\t\t<source media=\"(max-width: 500px)\" srcset=\"https:\/\/files.sunoresearch.com.br\/n\/uploads\/2023\/03\/400x300-Investindo-no-exterior.png\">\n\t\t\t\t<img class=\"newsContent__article__imgCapa newsContent__article__imgCapa--banner\"\n\t\t\t\t\tsrc=\"https:\/\/files.sunoresearch.com.br\/n\/uploads\/2023\/03\/1420x240-Investindo-no-exterior.png\"\n\t\t\t\t\tdata-promo-id=\"383161\"\t\t\t\t\t\t\t\t\t\twidth='1420' height='240'\t\t\t\t\talt=\"https:\/\/files.sunoresearch.com.br\/n\/uploads\/2023\/03\/1420x240-Investindo-no-exterior.png\"\n\t\t\t\t>\n\t\t\t<\/picture>\n\t\t<\/a>\n\t<\/p>\n\n\n\n\n\n<p>Appy disse que considera importante um trabalho conjunto preliminar entre Uni\u00e3o, Estados e munic\u00edpios para a elabora\u00e7\u00e3o dos projetos, tamb\u00e9m com a cria\u00e7\u00e3o de grupos de trabalho para definir os principais pontos que estar\u00e3o nos textos que seguir\u00e3o para o Congresso.<\/p>\n\n\n\n<p>Esse trabalho ter\u00e1 tr\u00eas eixos principais. A parte estrutural lidar\u00e1 com <a class=\"suno-keyword\" target=\"_blank\" data-force=\"no\" data-priority=\"1\" href=\"https:\/\/www.suno.com.br\/artigos\/fato-gerador\/\" rel=\"noopener\">fato gerador<\/a>, base de c\u00e1lculo e modelo de cobran\u00e7a. O tratamento dos regimes espec\u00edficos trar\u00e1 a defini\u00e7\u00e3o clara dos bens e servi\u00e7os nas al\u00edquotas reduzidas. Por fim, o comit\u00ea gestor ser\u00e1 um projeto mais relevante para Estados e munic\u00edpios do que para a Uni\u00e3o.<\/p>\n\n\n\n<p>A aprova\u00e7\u00e3o das leis complementares tende a ser mais f\u00e1cil para o governo, j\u00e1 que \u00e9 necess\u00e1rio o apoio de no m\u00ednimo 257 deputados e 41 senadores, menos que os 308 votos na C\u00e2mara e 49 no Senado para passar Propostas de Emenda \u00e0 Constitui\u00e7\u00e3o (PEC) como a da reforma tribut\u00e1ria.<\/p>\n\n\n\n<p>A <strong>reforma tribut\u00e1ria<\/strong> foi aprovada na \u00faltima sexta-feira, ap\u00f3s a \u00faltima vota\u00e7\u00e3o na C\u00e2mara.
