A vota\u00e7\u00e3o final da proposta ocorreu no Senado no fim de novembro, depois de passar pela C\u00e2mara e sofrer altera\u00e7\u00f5es de m\u00e9rito em rela\u00e7\u00e3o \u00e0 MP original, enviada pelo governo federal.<\/p>\n\n\n\n<p>Priorit\u00e1ria para o <a href=\"https:\/\/www.suno.com.br\/artigos\/ministerio-da-fazenda\/\">Minist\u00e9rio da Fazenda<\/a>, a proposta de <strong>taxa\u00e7\u00e3o de fundos exclusivos e offshores<\/strong> faz parte do pacote de medidas desenhado pela pasta para aumentar a arrecada\u00e7\u00e3o nos pr\u00f3ximos anos e ajudar a zerar o <a href=\"https:\/\/www.suno.com.br\/artigos\/deficit-primario\/\">d\u00e9ficit prim\u00e1rio<\/a> da Uni\u00e3o em 2024. <\/p>\n\n\n\n<p>Em rela\u00e7\u00e3o \u00e0 lei sobre <strong>tributa\u00e7\u00e3o de offshores<\/strong> <strong>e fundos exclusivos<\/strong>, a estimativa inicial do governo era conseguir com essas mudan\u00e7as um aumento de cerca de R$ 20 bilh\u00f5es na arrecada\u00e7\u00e3o da Uni\u00e3o no ano que vem. No entanto, as modifica\u00e7\u00f5es feitas na C\u00e2mara dos Deputados e mantidas pelo Senado devem reduzir a expectativa. A Fazenda ainda far\u00e1 os novos c\u00e1lculos.<\/p>\n\n\n\n<p>A lei estabelece uma al\u00edquota de 15% para os fundos no exterior. Os <strong>fundos exclusivos<\/strong> de <a href=\"https:\/\/www.suno.com.br\/artigos\/curto-prazo\/\">curto prazo<\/a> ter\u00e3o uma al\u00edquota de 20% e os de <a href=\"https:\/\/www.suno.com.br\/artigos\/longo-prazo\/\">longo prazo<\/a>, de 15%. Al\u00e9m disso, no caso dos <a href=\"https:\/\/www.suno.com.br\/artigos\/fundos-exclusivos\/\">fundos exclusivos<\/a>, os parlamentares definiram uma al\u00edquota de 8% para o contribuinte que optar por antecipar o <strong>pagamento do Imposto de Renda<\/strong> sobre os rendimentos acumulados dos fundos at\u00e9 31 de dezembro de 2023. O governo havia proposto uma taxa de 10%.<\/p>\n\n\n\n<p>Pela legisla\u00e7\u00e3o atual sobre a <strong>taxa\u00e7\u00e3o de fundos exclusivos<\/strong> e offshores, os <strong>fundos de alta renda<\/strong>, tanto no exterior quanto no Brasil, s\u00f3 s\u00e3o tributados quando os detentores retiram seus lucros, o chamado &#8220;resgate&#8221;, o que pode levar anos ou nunca ocorrer. Com a lei, fundos exclusivos passar\u00e3o a ser taxados semestralmente, no sistema &#8220;come-cotas&#8221;, e os offshore, uma vez por ano. Alguns trechos da lei entram em vigor imediatamente.
