A proposta estar\u00e1 em um pacote de medidas econ\u00f4micas que ser\u00e1 remetido ao Legislativo em agosto, junto com o Or\u00e7amento de 2024.<\/p>\t

O an\u00fancio da taxa\u00e7\u00e3o dos fundos<\/strong> de investimento<\/strong> ocorreu um dia depois de o governo conseguir acordo com a C\u00e2mara para come\u00e7ar a tributar apostas esportivas online, como mostrou o Estad\u00e3o<\/b>. As iniciativas t\u00eam o objetivo de incrementar as receitas e cumprir dispositivo da nova regra fiscal que prev\u00ea d\u00e9ficit zero nas contas p\u00fablicas j\u00e1 no pr\u00f3ximo ano.<\/p>\n\n\n\n

Fundos de investimento: poucos cotistas super-ricos e valores muito altos<\/h2>\n\n\n\n

Os fundos exclusivos<\/a> de investimento alvos do governo s\u00e3o os que possuem poucos cotistas super-ricos e valores muito altos. Quem mant\u00e9m dinheiro nesse tipo de fundo de investimento s\u00f3 recolhe Imposto de Renda (IR) quando faz o resgate do dinheiro.<\/p>\n\n\n\n

A tentativa de aplicar um novo imposto sobre os recursos alocados nesses tipos de fundos de investimento<\/strong> n\u00e3o \u00e9 in\u00e9dita. Em 2017, o ex-presidente Michel Temer (MDB) editou medida provis\u00f3ria com o mesmo objetivo. Na ocasi\u00e3o, o governo divulgou que iria aumentar a arrecada\u00e7\u00e3o em R$ 10,7 bilh\u00f5es. No entanto, a proposta enfrentou resist\u00eancia do Congresso e n\u00e3o prosperou.<\/p>\n\n\n\n

H\u00e1 hoje por volta de 2.760 fundos exclusivos<\/a> de investimento<\/strong> com apenas um cotista no mercado brasileiro, segundo dados da plataforma de investimentos TradeMap, obtidos pelo E-Investidor<\/i> – site com orienta\u00e7\u00f5es sobre investimentos do Estad\u00e3o<\/b>.<\/p>\n\n\n\n

“Acabei de vir da casa do presidente (da C\u00e2mara dos Deputados, Arthur) Lira para definir a pauta do segundo semestre. Temos um conjunto de medidas que v\u00e3o com o Or\u00e7amento e que n\u00e3o passam pelo Imposto de Renda de pessoa f\u00edsica<\/a>“, disse Haddad.<\/p>\n\n\n\n

N\u00e3o h\u00e1 informa\u00e7\u00e3o de quanto o governo pretende arrecadar com a taxa\u00e7\u00e3o dos fundos.<\/p>\n\n\n\n

Apostas esportivas<\/h2>\n\n\n\n

O ministro disse que tamb\u00e9m conversou com Lira sobre a cobran\u00e7a das apostas esportivas online. O governo criou, por meio de medida provis\u00f3ria (MP), publicada na quarta-feira no Di\u00e1rio Oficial da Uni\u00e3o, 217 cargos para a nova Secretaria de Apostas e Loterias, ligada ao Minist\u00e9rio da Fazenda, que vai cuidar do gerenciamento desses recursos. Uma nova MP, que ser\u00e1 enviada nos pr\u00f3ximos dias, vai tratar das regras de taxa\u00e7\u00e3o, que come\u00e7ar\u00e1 imediatamente ap\u00f3s a publica\u00e7\u00e3o da medida. Por fim, o governo deve enviar um projeto de lei, que vai tramitar com a MP.<\/p>\n\n\n\t

Segundo apurou o Estad\u00e3o<\/b>, pelo texto da medida provis\u00f3ria que criar\u00e1 a taxa\u00e7\u00e3o uma empresa de apostas esportivas online s\u00f3 poder\u00e1 atuar no Brasil se for credenciada pelo governo federal. Para isso, ter\u00e1 de pagar outorga \u00e0 Uni\u00e3o de R$ 30 milh\u00f5es, ter sede no Brasil e capital m\u00ednimo de R$ 100 mil.<\/p>\n\n\n\n

A taxa\u00e7\u00e3o das empresas funcionar\u00e1 da seguinte maneira: ser\u00e3o recolhidos 16% sobre o chamado GGR (gross gaming revenue, na sigla em ingl\u00eas), que \u00e9 a receita obtida com os jogos, subtra\u00eddos os pr\u00eamios pagos. J\u00e1 os jogadores pagar\u00e3o uma al\u00edquota de 30% de Imposto de Renda sobre o pr\u00eamio, mas com isen\u00e7\u00e3o para valores at\u00e9 R$ 2.112.<\/p>\n\n\n\n

A arrecada\u00e7\u00e3o ser\u00e1 dividida entre a seguridade social (10%), o Fundo Nacional de Seguran\u00e7a P\u00fablica (2,55%), os clubes (1,63%), o Minist\u00e9rio do Esporte (1%) e a educa\u00e7\u00e3o fundamental (0,82%). O governo pretende arrecadar pelo menos R$ 12 bilh\u00f5es com a taxa sobre as apostas esportivas online.<\/p>\n\n\n\n

Cr\u00e9dito<\/h2>\n\n\n\n

Al\u00e9m da taxa\u00e7\u00e3o de fundos de investimento<\/strong>, Haddad disse ainda ter expectativa para a vota\u00e7\u00e3o, na C\u00e2mara, em agosto do marco de garantias – o texto foi aprovado no Senado com modifica\u00e7\u00f5es e, por isso, voltou \u00e0 C\u00e2mara. A proposta, que regulamenta as garantias de empr\u00e9stimo, \u00e9 uma das apostas da equipe econ\u00f4mica para impulsionar o cr\u00e9dito no Pa\u00eds.<\/p>\n\n\n\n
