Uma das suas normas \u00e9 a isen\u00e7\u00e3o do pagamento do <strong>ICMS<\/strong> sobre as exporta\u00e7\u00f5es de produtos prim\u00e1rios e semielaborados ou servi\u00e7os. Isso levantou pol\u00eamica entre os <strong>governadores<\/strong> de estados exportadores, que alegam perda de <strong>arrecada\u00e7\u00e3o<\/strong> em raz\u00e3o da <strong>isen\u00e7\u00e3o de impostos<\/strong> nesses produtos. O plano \u00e9 negociar para substitu\u00ed-la por outro programa de <strong>divis\u00e3o<\/strong> de <strong>recursos<\/strong> provindos da <strong>explora\u00e7\u00e3o<\/strong> do <strong>pr\u00e9-sal.<\/strong> O ministro da Economia, <strong>Paulo Guedes,<\/strong> vem reiterando seu desejo de <strong>alterar<\/strong> a <strong>distribui\u00e7\u00e3o<\/strong> desses <strong>recursos.<\/strong> &#8220;Os estados nem sonham com os recursos que v\u00e3o come\u00e7ar a receber quando o <strong>petr\u00f3leo<\/strong> sair do ch\u00e3o&#8221;, declarou o ministro na \u00faltima quarta, em audi\u00eancia na <strong>Comiss\u00e3o de Assuntos Econ\u00f4micos (CAE)<\/strong> do <strong>Senado.<\/strong><\/p>\n<p><a href=\"https:\/\/www.suno.com.br\/noticias\/pib-banco-central-reduz-economia\/\">Saiba mais: PIB: Banco Central reduz previs\u00e3o do crescimento da economia para 2019<\/a><\/p>\n<p>Atualmente, 70% fica com a <strong>Uni\u00e3o,<\/strong> e 30% \u00e9 destinado a <strong>estados<\/strong> e <strong>munic\u00edpios.<\/strong> O ministro quer <strong>inverter<\/strong> essa <strong>propor\u00e7\u00e3o,<\/strong> deixando 70% da <strong>arrecada\u00e7\u00e3o<\/strong> com entes <strong>estaduais<\/strong> e <strong>municipais,<\/strong> enquanto o restante ficaria sob cargo do <strong>governo federal.<\/strong><\/p>\n<p>Os <strong>governadores<\/strong> esperavam que o governo inclu\u00edsse no <strong>relat\u00f3rio<\/strong> de avalia\u00e7\u00e3o de <strong>receitas<\/strong> e <strong>despesas<\/strong> do <strong>Or\u00e7amento<\/strong> alguma compensa\u00e7\u00e3o pela <strong>Lei Kandir,<\/strong> o que n\u00e3o aconteceu.
